ADC Jerry Gorsch was the Assistant Deputy Commissioner of a un-named Efficiency Task Force for the Chicago Fire Department. Despite having a high position within the CFD, he has no firefighting experience and had fast-tracked through the ranks due to Commissioner Grissom coddling him. Due to this, he had frequently proved to be extremely arrogant, irresponsible and severely unqualified for the job. Chief Boden had recommended that firefighting wasn't the right career for him, and Gorsch's irresponsibility had even endangered Casey on one occasion.

Gorsch was later fired from the Department after attempting to have firefighters supplied with cheaper and untested equipment, and embezzling money meant to buy the reliable gear from a proven supplier.
